Man charged with driving around Dorchester with high-powered weaponry after companion nabbed on heroin charges, police say

Boston Police report arresting a 29-year-old Winthrop woman after they say officers watched her buy some heroin at a Dorchester Kentucky Fried Chicken - and her 70-year-old companion, whom they say was packing a loaded gun and driving an SUV equipped with an "AR-15 style" rifle, ten clips for it and body armor.

Police say officers were staking out the intersection of Columbia Road and Massachusetts Avenue to look for possible drug transactions around 1:15 p.m. yesterday when they noticed Krista McCaffrey, 29, "engage in what officers believed from their training and experience to be a drug transaction" inside the chicken joint. When she left and got into a Ford Explorer, they kept it from leaving and asked her to step out. She then produced "a plastic bag of a brown powdered substance believed to be heroin," police say. Officers arrested her on a charge of heroin possession and for warrants for unlawful possession of ammunition and possession of class E drugs out of South Boston Municipal Court, police say.

The officers then turned their attention to the driver of the SUV, Stephen J. White, 70, of Winthrop, who acknowledged to police he was armed - with "a loaded Para Hi-Cap P12 .45 caliber firearm." Officers then looked around his vehicle, where they found "a Windham Mecal 223 AR-15 style rifle with a folding stock and flash suppressor, ten loaded high capacity magazines, and a black tactical ballistic body armor vest," police say.

White was charged with unlawful possession of a large capacity firearm and ten counts of unlawful possession of a large-capacity feeding device - as well as knowingly being present where heroin is kept, police say.

In a statement, Police Commissioner William Evans said there's no need for anybody to be wandering around Boston with that sort of weaponry:

There is no need for any citizen in the city of Boston to be carrying high powered weapons of this kind, and there are just too many of these guns out there. My greatest concern is the safety of our residents and neighborhoods, and my officers and I will continue to do our part to keep high capacity firearms and assault rifles off the streets of Boston and out of the wrong hands.

If I'm not mistaken, the law says if you're over 65, you can carry any kind of gun you want. It's called an elderly exemption law.

Anyway, if you are 70 and have a 29 year old heroin addicted girlfriend, you need all the firepower you can get. Also, you need her to help you carry around all that ammo. But really, a " flash suppressor"? After the first hundred rounds or so, they pretty much know where you are.

The flash suppressor doesn't hide the flash from other people, it hides it from the person sighting down the barrel, so as not to spoil their vision in low light.

If you use high capacity magazine clips, it'll hide the flash, noise AND direct the bullet round to the target, like a laser.

Or you can just shoot during the day.

If you're that old, you probably own lots of pre-1994 stuff that you get to keep and carry per the terms of your LTC. All nice and legal.

By the same token, if I purchased a pre-1994 AR-15 style rifle before July 2016, I get to keep it and buy all the pre-1994 >10 round magazines I can find.

And as noted, LTC renewal fees are waived after a certain age.

They weren't selling. They were buying. Or technically she was buying and he was along for the ride.

Either way, I don't see any sympathy for this guy. The girl, sort of, but not from me. It's sad what happened to her, judging from the press clippings someone gave us, but she needs help more than sympathy.

My advice is to not read comments to stories at this website. It will make you feel better.

-No such thing as an elderly exemption. Though a lot of old timers that had their "lifetime" licenses voided in 1998 by Senator Jacques stopped giving a rats ass about the law.

-Not "clips" but magazines. Embarrassing that the PD can't get that right as professionals supposedly knowledgeable in the subject matter. If is a box with a spring it is a magazine. If it doesn't it's a clip. It's in league with mistaking a motorcycle for a bicycle.

-Looks like a short barreled rifle which without a federal tax stamp from the ATF is a big time federal felony should the Commonwealth feel inclined to push for a federal prosecution.

All the drugs and gear must have cost a hefty amount of coin. Wonder what group these bozos were working for. Has to be a bigger group with a lot of drugs and cash to be driving around with that much and expensive hardware.

He could have been legally possessing the .45. In that case, the .45 may make it's way back onto "the streets" pretty soon. I'm guessing he will lose his LTC, but maybe he retains rights to sell the .45 to someone else with a LTC. Research needed before we get up in arms over the one/two gun issue.

Do you have a link for the over 70 free for all exemption? All I can find about 70 year olds in the law is this section: (10) Any person over the age of 70 shall be exempt from the requirement of paying a renewal fee for a firearm identification card.

BOURNE -- Two teenage girls are facing criminal charges after leading state and local police on a Saturday night chase that began on the Cape and ended north of the Sagamore Rotary.
Just after 9 p.m. Saturday, Lindsay Ellis, 17, of Sandwich was driving a 1997 Volkswagen Jetta northbound on Route 130 when a Sandwich police officer tried to stop her for speeding, Sandwich police Sgt. Terence Murphy said yesterday. But rather than pulling over, Ellis swerved into the breakdown lane, sped up, hit a guardrail and spun out, Murphy said.
The car came to a rest beneath a Route 6 overpass with at least one flat tire. Undeterred, Ellis drove the hobbled car across a grass highway barrier and onto Route 6 westbound with Sandwich police in pursuit, Murphy said. State police soon entered the chase, following the Jetta beyond the Sagamore Rotary onto Route — northbound. A state police spokeswoman, Lt. Sharon Costine, said troopers used a ″tire deflation device″ to further cripple the Jetta, which eventually stopped someplace north of the rotary. Costine was unable to say exactly where the car stopped. State police charged Ellis with drunken driving, failure to stop for a police officer, illegal possession of alcohol and several other motor vehicle violations.
Her passenger, Krista McCaffrey, 18, of Forestdale was charged with illegal possession of alcohol, Costine said.

How does the Russell Elementary School and Boston Collegiate Charter School feel about Mr White? The dealing and possession of guns and ammo are in a School Zone happened in a School Zone, Dorchester is not just a place to cop, we live here and we don't like this.

Mr White is every parents nightmare. all we needed was for him to get triggered by some high school kids getting a few wings.

This incident happened in a School Zone that includes the Russell Elementary School, Boston Collegiate Charter School and a park. Dealers are using our streets as a bad b movie and are DANGEROUS to our children and ourselves. They need to throw the book at this guy, he was armed for something. What if he was triggered by a bunch of kids going to get wings? Pleasant St ,the Polish Triangle are residential neighborhoods, The Russell is full of childr schools are full of children. Dealers are known to deliver, so they can order to Winthrop, not my neighborhood!!

NBC Boston reports White had bail set at $7,500, was ordered to hand over all his guns to Winthrop Police and that he allegedly told arresting officers he had all the stuff in his car to protect himself from "jihadists on the highway."

You people dont know this man. You don't know that he cared for his sick wife for 3 years while she fought the incredibly disturbing disease ALS. You also don't know that he took that girl to a rehab that morning to get her help. While his choices in woman aren't necessarily socially acceptable, he is not a pedophile BC obviously that girl is 30 years old. And you also don't know that the only neighbor that was too scared to be on camera, didn't know him at all BC she hasn't lived there long. He's not A terrorist, he's not a drug dealer, or a drug user, he is a widow and a father, grandfather and a great grandfather.
