Massachusetts is still trying to have liquor retailers police drunks as opposed to the police. If they spent less time worrying about what's printed on growlers and who can sell beer and more time actually making DUI arrests maybe crap like this wouldn't be so common.
It's trivial to get DUI cases dismissed in MA. Thousands die and millions of property damage is the result.

Or, yanno, just actually enforce the speed limit that is ignored on residential streets. Isn't the whole city of Boston supposed to be 25 MPH? You'd catch the drunks by default in addition to making streets safer.
