Not really sure why they are reporting it to the city. Unless the city owns the building you need to call a pest control service.

and some of the services the city provides are code enforcement, tenant advocacy, referrals for low-cost repairs, grants for home improvement. So if the owner isn't fixing the roof after neighbors asking them to do so, the appropriate thing to do is to ask 311 to assist.
