License plate should be visible. Most car covers have a little window so the plates are visable. Otherwise, why would this be an issue?

Contrast that with the Marky Mark movie filming in the Seaport. Vast areas of on-street parking spaces on D, E and Fargo streets have been turned over to the film crew -- including most of a block's worth of spaces on D by the convention center where the catering tents are "parked." Those are blocked to normal folks 24 hours a day, not just during the hours they're setting up, serving lunch and breaking down. And parking in the area was already a horrible experience.
So, yeah, forgive me for thinking one SUV under a cover isn't such a big deal.

Whenever I browse through the 311 postings, a good 20 to 30 percent are people who either have an axe to grind ("This car has been [legally] parked in front of my house for 12 straight hours. Please ticket and tow.") or are just plain nosy, like this one.

putting a cover over your illegally parked car or motorcycle means you get free parking.
Neighbor put their gigantic motorcycle on the sidewalk and got a few tickets...then left it covered for months. I called once and they said it was because they "need a warrant to remove the cover" in order to get the plate, so they can ticket it.
Ridiculous. If it's on a sidewalk just remove the damn thing, the owner will come knocking soon enough, then you can charge them the impound fees.
