When that casino first opened, it seemed liked they were trying to market to a higher end clientele with the high minimum tables, fancy restaurants, $600 a night rooms, etc.
However, judging by many of the past incidents that have made the press, it appears they're attracting a more ratchet crowd instead.

You concentrate enough people in one place. There's going to be a fight at some point. Casinos, Malls, Stadiums, Airports. However, when it comes to Gaming at Encore, their incidents are tame compared to Connecticut, Jersey, and Vegas.

In the WBZ report, they say they employ about 30 security staff - unless that's 30/shift, it's way too few.
It also says "They also said there have been issues with police radios not working at the casino." That sounds like there's some sort of jamming going on (maybe to prevent cheating) and the casino has to do something to keep that from being a problem.

The casino is basically a Faraday cage - lots of metal that disrupts radio communications, which isn't necessarily intentional. BPD officers can have the same problem inside hospitals.
