New Yorker takes Boston public-works pickup for a spin, crashes it in Cambridge, police say

Cambridge Police report arresting a Manhattanite on an impressive list of charges after he allegedly crashed a Boston public-works pickup that he managed to get across the river Monday morning.
Sean McNulty, 32, was charged with larceny of a motor-vehicle, wanton destruction of property over $1,200, reckless operation and leaving the scene of a motor-vehicle crash causing property damage upon his arrest shortly before 8 a.m. Not surprisingly for a New Yorker, he was also charged with unlicensed operation of a motor vehicle.
Police say McNulty stole the truck in South Boston, drove over into Cambridge and then crashed into a fence on River Street. He tried running away from the scene, but proved no match for fleet-footed Cambridge officers, who nabbed him not all that far away, police say.

There's no way he can afford
There's no way he can afford to live in Manhattan. And if he can, then why is he doing this in Cambridge?
You know this how?
And believe it or not, there is subsided housing for disabled people in Manhattan. And of course there's public housing, but he is presumably a man or identifies as a man, and men generally don't qualify for public housing unless they have a disability.
Aside from the above, you don't know how much $ he has, or if he's living with family, roommates, etc.
Those trucks can operate outside the city?
I thought they had wheels like the carriages at the supermarket that lock up if you take it across the river (Charlestown obviously excluded).

If the turnpike entrance in Copley Square has a sign reading "New York," maybe there should be a sign in New York reading "Storrow Drive - CARS ONLY."

Turns out CPD posted a photo of the truck (and the fence): It was a pickup, so not quite storrowable.
Well...
...he could have tried.
Still a better driver
than roughly 70% of the Massholes on our roads. At least he used his signal when he hung a right into that fence.
Collars and Cuffs don't match
Is that truck actually owned by the City, or did one of the boyos at DPW attach plates to run to the packie. He probably left it running outside Al's on Broadway and the lad from New Amsterdam seen his chances and took em.

Not a typical PWD vehicle
They're white with yellow trim. It does have a blue plate, but check the rear fender, this looks like something you'd get at an auto auction. I wonder what CPD "redacted"? It would be the cherry on top if the plate was stolen too and the lettering on the side was a hand painted "Boston Publek Wroks".
