Baker supports public protests over George Floyd's death

At the end of his daily coronavirus press conference at the State House today, Gov. Baker said he was horrified by the video of George Floyd's death and shares people's outrage over it.
"I don't know how anyone could watch that video and just not be outraged by it," he said, adding he fully supports public protests to bring Floyd's killers to justice. "I can't imagine why people wouldn't want to get out on the streets and make a point about it."
Baker pointed to the George L. Hanna awards for bravery given annually to law-enforcement offices in Massachusetts and said the recipients in recent years have been officers who managed to de-escalate situations, not put their knees on somebody's neck until he's dead.

Where was Charlie's outrage
When a transit cop who works for him was arrested for raping passengers a few weeks ago. Funny how Charlie and other politicians granted the police the authority to arrest owners of gyms, hair salons, beach goers, people not wearing masks and kids playing basketball a short time ago. Now they are all shocked and appalled because of the tragic events in Minnesota.

Now, if you run for re-election in 2022, there is absolutely no reason to stay on the Republican ballot. You could easily get all the signatures that you need to run as a non-party (independent) candidate.
There no reason NOT to stay a republican
If he stays a republican he can play both sides: He's already been excommunicated from Trump's circle and nothing he does will change that. But if he stays a republican he stays on the good graces of the fraction of the party that hasn't gone all Trump. (And that might matter if he runs for president in 4-12 years.) Meanwhile, he'll coast into a third term in Massachusetts anyway.
Becoming independent serves him no purpose. He's already independent in practice.

My question is why?
First of all, he's apparently already been arrested.
Second, no kind of investigation has been undertaken that is not, to be kind, cursory. There will be no cover ups, there will be no shenanigans.
Patience and a good investigation might reveal some interesting facts beyond what we see now.
I've been reading local news reports that suggest that these two might have known each other.

Perhaps it was before I edited my post.
This thing might be a lot worse than it looks. Problem is, quick observations don't see underlying situations, sometimes. If the other officers intentionally gave him to the cop that knew him (and possibly had a beef) then this just went from bad cop to train wreck of bad cop.

Without the pressure of protests, many feel we wont know what really happened. Remember the cops at first said he resisted arrest and then that he had a medical problem. Video showed he did not resist. They didnt arrest the first cop until after the protests started. Do you think if a black man killed a white man with witnesses and videos the killer wouldn't have been charged and arrested immediately?.
They have only arrested, so far, one of the cops. Recent video shows it appears 3 of the officers, not just one, that kneeled on the victim.

That's an argument for protests
If that's true, it's another argument for charging all four cops, possibly with conspiracy and/or premeditated murder.
It's not a reason people shouldn't be protesting and demanding that all the cops be charged, and major changes made to the Minneapolis Police Department. That should be done anyway--"they stood by while he murdered a stranger" isn't really better than "they stood by while their colleague committed premeditated murder."
True or false, it doesn't excuse police assaulting reporters, or arresting a CNN crew while the reporters were offering to move back/away from where they were.

What's he specifically doing to keep something like this from happening in Massachusetts? How does he know it hasn't happened but was covered up (like with the overtime pay scandal which went uncorrected for years)? How about taking some actual action instead of just giving lip service to the problem?
