I might be wrong, but I think the comment meant that it's too easy for a criminal to replace that gun. Criminals still need to A) pay money and B) find a willing seller.

Criminals that find the money and a seller of totally illegal drugs smuggled from the other side of the world aren't going to have to hard of a time obtaining a common commodity. The illegal arms trade runs in parallel with the drug trade globally.
