Roxbury dognapper on a scooter sought

Boston Police report they are looking for Princess and the guy they say stole her from the Washington Park Mall, MLK Boulevard and Warren Street in Roxbury, on Friday.

Why aren’t
Scooter riders required to wear helmets. Isn’t that still a law?

How about the legality of blowing through EVERY intersection regardless of the signal, riding on the sidewalk, having the moped registered, or having the operator have a valid driver's license.
Is there a stolen dog registry?
Since many dogs and cats are chipped, is it common for vets to run a lookup on new clients and will it flag the pet as being reported stolen?

Pet microchip companies offer a paid service where they will blast notify vets in the area of a missing pet as a BOLO. I think it's something you need to be paying for like a subscription ("microchip+") but maybe they offer it as a one time thing for a fee.

I mean, I live in Boston, and I don't see unleashed dogs that look like that, but you do you.
A better term
When I grew up (not around here) unleashed dogs were common. If you had a dog, it pretty much had the run of the neighborhood and everyone knew all the dogs, probably by name. (I fondly remember "Devil" who was the only dog I every saw smile.)
These days, on the rare occasion when a dog walks by on its own, we say, "Look at that self-walking dog!"

I'm mostly puzzled why anyone would expect a dog to be leashed indoors. It's sitting on purple carpeting, which is pretty uncommon outside.
