Love the photo but what exactly am I looking towards in it; Is that Downtown Boston in the background?

The last time I saw Boston from across the harbor it was at a Boy Scout Jamboree on that island Quincy no longer wants Boston to have access to.

Is Fire Fighter training still held there?
If so; How on earth do the trainees get there?
