Happened last year with a little surprise ice storm too. Looking forward to watching contractors driving around on rainy days in their plow-equipped construction equipment.

Spreading salt when it's not needed is a huge problem in Boston and Mass. There is nothing we can do about it because it's a huge money maker all around. They need to go through the pile of salt by the end of the season by hook or by crook. If they don't use it all not as much money is put in everyones pockets. The goal is that the pile needs to be depleted by the end of the season no matter what. If it rains and is above freezing spread salt anyway. Anything less means less money for everyone involved.
Rusted vehicles, bridges and crumbling infrastructure is what we have to show for this money making venture.
Multiple times every winter they spread salt when there is no precipitation at all and it just blows around in the wind for a week and you can taste it in the air.

Last week's storm had the opposite problem. My neighborhood wasn't salted or plowed at all, and the snow packed down into thick ice.
I'm glad they're salting today since we got a little more snow and it's warming up a little to help break up the ice rink.
We certainly can do something about over-salting. Responsible government leadership can control costs as a trackable goal. They can make better decisions based on the weather, and install the better spreaders on trucks which do things like automatically shutting off while stopped at red lights.
