Update: Roads re-opened, for now, around 3 p.m.
Boston Police announce that several streets in front of or near the State House are being shut, in advance of Wednesday's inauguration in Washington, because of potential threats from fascists.
Beacon Street will be shut between Charles and Tremont streets; Park closed off at Tremont; Bowdoin Street shut between Cambridge and Beacon streets; and Somerset between Cambridge and Beacon streets.
"We will advise when they reopen," police say.

Does that mean “closed to vehicles†or “closed?†What about the people who live on those streets? Are they allowed to leave their houses or to return if away?

Unclear, as always. These alerts from the police and media seem to always be focused on people driving. "seek alternative routes", "traffic", "avoid the area". A mystery for people on foot until you get there and ask in person.

I just posted one of four photos (click on the photographer's name above for the others), looks like, for now, at least, the shutdown just applies to vehicles.
The barriers seem meant to stop pedestrians also.

I saw people walking around the barriers at 3, but they were also removing them completely at that time.
Edit: Actually, I did see going around at 2, but I think the idea of a threat seemed significantly diminished at that point.

The photo shows Joy and Mount Vernon Streets.
The road that is blocked is Mount Vernon towards the State House, which is one-way INTO that intersection.
The other three legs of that intersection are all one-way OUT OF the intersection.
So, unless they have temporarily reversed one of the other streets, there is no legal way for a vehicle to approach this intersection. The barriers are blocking the only legal vehicle access.
Meaning that the barriers must be intended to block pedestrians (and bicyclists, skateboarders, etc.).
