Reprimands, training for supervisors in case of man who allegedly attacked woman before he killed Amy Lord

Boston Police report a lieutenant and two sergeants up the chain of command from Det. Jerome Hall Brewster have been reprimanded for failing to ensure Brewster followed through in an investigation of Edward Alemany after he allegedly attacked a woman on Mission Hill. Alemany is now charged with kidnapping and murdering Amy Lord in July.
According to a statement from BPD:
Lieutenant Detective Patrick Cullity, the commanding officer of the detectives assigned to District B-2, has been issued a written reprimand and the two Sergeant Detectives who had direct command of Hall-Brewster, Sergeant Detective Timothy Horan and Sergeant Detective Thomas O’Leary, have been issued oral reprimands for failing to ensure that the case was properly investigated. Additionally, Lt. Det. Cullity has been ordered to attend management training. While the investigation showed supervisors initially provided Hall-Brewster with investigative guidance, the case subsequently was not properly tracked and all possible investigative steps were not taken. None of the supervisors has prior disciplinary histories with the Department.
The department adds it's installing a new case-management system in early 2014 and that all detective supervisors will be given training in "case review, case management and case transfers."

Only two Sergeants and a Lieutenant reprimanded?
So the reprimands stop suddenly at the rank of Lieutenant, shy of the politically appointed ranks of Deputy Superintendent, Superintendent and Commissioner? Doesn't the Commissioner have the final say on assignments, especially for coveted Detective positions? Doesn't his command staff monitor major felony investigations in Roxbury, one of the city's most dangerous districts? If punishment of the police is truly deserved, why isn't Davis reprimanding himself, or Menino reprimanding Davis, not just for the apparent botching of the case that allowed Edwin Allemany to remain free to kill Amy Lord but for (if you can believe the Globe) leaving Det. Hall-Brewster in a Detective position after a previous mishandled investigation? The press release being issued on the Friday night of a long holiday weekend is telling.

with the victim in that robbery being unwilling to go forward and ID Allemany, they would have been able to arrest him but would have had a hard time having him held or getting the case to go forward. Yes they could have gotten the arrest and then turned around and said "we got the arrest, it is the DA's fault.", but it would not have changed much. Even after his arrest he would have been out on the street within days if not hours.
The arrest would have been based on the fact that the victim found Allemany's wallet and or ID at the scene, but with her unwilling or unable to ID him, he could have easily turned around and said it had been stolen or he had dropped it in that area earlier in the day. They would have nothing to refute that claim.

Brewster
Should be fired, if not for this incident, the many others he's been written up for. Brewster is playing the race card with BPD'S minority group who's practices are racist to say the least. And yes folk African Americans can be racist.
Reprimands?
In the real world, AKA the private sector, these dudes would be fired.
