The schools have been directed to provide info about students that were in dorms as part of the group quarters enumeration. How those people will ultimately be counted is an argument that will probably end up in the courts.

On-campus housing (dorms) have traditionally been counted administratively.
"Like on-campus college students, off-campus students should count themselves at the place where they live most of the time."
