I have a feeling in this case its to allocate emergency funds for repair of infastructure

activate the National Guard to assist in any response and recovery efforts. The official declaration also enables the state to apply for certain Federal disaster relief and reimbursement funds that would not otherwise be available to them.

The bus my kids take had no way to get around a messy flooded street.
YoungerKid, age 12: got off when bus with two friends when the bus had to turn around at the road block, after two detours. He walked 3/4 mile, some of it requiring scaling stone walls to get up over the flooding. He found a number of rocks he liked in his travels, shined by the current of the flood by tumbling in road sand, and was genuinely excited by the diversion and challenge.
OlderKid, age 14: exited the bus at city center after it attempted to return to school. During detour, his friend made a phone call to another friend living there. Group of boys raided refrigerator, then got a ride to various houses. This required a 6 mile detour through two neighboring towns.

Question for Adam-- Shouldn't weather phenomena like this deluge prompt a change to the French Toast level? Or is that reserved just for snow storms?

Westbound/Outbound traffic on RT9 in Swellsley was being backed up for miles becuase it was being diverted to sidestreets near Wellsley Street. I was heading eastbound so I know not why.
