It didn't work for Clinton at all, he was censured for lying (ie he was punished for lying). How did you miss that whole debacle. That was his crime, lying (unlike dealing arms to terrorist states, adultery is not illegal, just morally wrong).
Reagan, however, was never prosecuted for assisting terrorists.
