The tag is clearly visible, unlike large fractions of the car. Which authority should this be sent to to ensure this driver is, a-hem, educated on snow removal?
I have my camera in my car for just this reason. My car has been hit several times since the storm by lazy clowns that can't seem to figure out how to clean off a car properly. Thankfully, it was still pretty soft stuff. You SUV folks need to figure out how to get to the roof of your bloated vehicle or find a neighborhood kid or relative to help you. They have these things called "brooms" that work wonders in reaching faraway places.
Once this stuff hardens up, it's a real hazard. I knew someone that got into a serious accident after a large chunk of snow flew off a car and bashed in her windshield.
I have less respect for those that don't clear off their cars than people yapping away on cell phones.
Looks like it might have been taking by someone in the passenger seat, in which case, yes it's legal. If it was taken by the DRIVER, though, probably not. That whole "no texting while driving" law covered a LOT of 'distractions'.

I used to think it was okay to leave the roof uncleared. Immature 20-something year old back then and thought it was cool to see a snow trial as I drove down the pike.
Ever since the moment I saw a 16 wheeler's ice roof exploded off the top and threw shards of ice against the road & cars, I've grown up and just cleared that junk at the first instance.
Seriously, how can the person even think that it's a good idea to drive with no back vision at all!
