I do believe that Phil would be a strong candidate in District 1 if LaMattina left his seat because his family has a lot of money, however I do not believe he will be competitive city-wide.

Phillip has always been more of the person behind the candidate than the actual candidate himself.

However, should he run city-wide, he will get a good block of votes from Ward 3 which could set him up to either run for the D1 seat if it opens up or for Aaron Michewitz's seat if he one day runs for State Senate.
