It's against the law to be operating a mobile device while driving for anything other than making a call.
So, maybe Tim can follow the law, instead of breaking it just to show us a cute photo of someone else breaking the law?

How do you know Tim was the driver? The photo looks to be taken around the middle of the dashboard where a passenger could easily be holding their phone.

It's against the law to text or send email. There's no law about taking pictures, using a GPS, or anything else a smart phone can do.
