Can homeless shelters be 100 percent overhauled and changed with their physical design and operating procedures so that active drug users who are under the influence would be allowed to sleep there? BINGO! Of course this is a trick question. Everyone knows the answer is a big fat NO. What happened to the Franklin Park homeless huts plan ??? Does this mean that more need to be built across the City on City owned lots???

There are actually very few shelters in the greater Boston area that don't allow PWUD to come in while under the influence. If you get state money, you have to be low barrier, meaning you have to be prepared to work with people who are under the influence, so long as they aren't violent or creating significant disturbances. All of the major shelters- Pine Street, Southampton, Rosie's place, Woods Mullen, Caspar, Y2Y - follow this policy. AFAIK, there are only one or two remaining shelters in the state who have a strict abstinence policy. There are any number of other very valid reasons that people elect to avoid (or don't feel comfortable using) the established shelters, but their policies on drug and alcohol use aren't one of them.
Homeless Encampment on Memorial Drive in Cambridge

A month or so ago, the Mass State police cleared out the encampment on Memorial Drive by the ramp going towards MIT. This was around 10am. I go by there on my way to work every day and always look for the white geese hanging out in that area. I was surprised that I had never noticed the number of tents before. There had to be more than 30 tents. The amount of stuff being thrown away was mind-blowing. I kept looking for information on the news, but nothing.
