All graffiti should be photographed and available online. The removal division of city government should be photographing what is removed beforehand. The photographs made available as public record.
This could backfire and give people more of an incentive to tag things to get their work photo'd and displayed "officially" forever.

First, it's most likely photographed and shared online already. Why? For the taggers to show off what they did. Why should the City provide an online art gallery for vandals?
My guess is that then the vandalism is reported to the authorities, they photograph so that another charge can be added if/when the perp is caught.
You are basically asking the BPD to create a website where graffiti vandals can direct friends to see their handiwork online.
Unless you are saying that evidence in a criminal probe should be subject to the Freedom of Information Act, which would still be insane, just not as insane, since there would be no expectation of a website dedicated to the vandalism.
