This has got to be one of the top 10 anon comments ever.
Let me translate. There appears to be a young group of fellows who have been perambulating through the Old Colony and D Street Housing developments engaging in general buggery. They are supposedley15 years old and stole a substantial amount of money from another youth this morning. The authorities need to stop this tomfoolery at once.

People moved to SoBo for mainly one reason:
Easy and quick access to good paying jobs that allow people to have a successful career.
If you took South Boston exactly how it was before gentrification and moved it south about 15 miles it would still be pretty crappy and still be called Southie. No one would even think about moving there.

I couldn't decide if it was a reference to two of the General Laws' greatest hits from Chapter 272 (" CRIMES AGAINST CHASTITY, MORALITY, DECENCY AND GOOD ORDER"!):

or
