Teen charged with Annunciation Road murder; second suspect remains at large
Tsunami Ortiz, 17 (right), was ordered held without bail today on charges he murdered D'Andre King-Settles, 17, shot to death on Dec. 18 at 60 Annunciation Rd., the Suffolk County District Attorney's office reports - and adds a second suspect in the teen's death remains at large.
Ortiz was also charged with shooting of King-Settles's friends in the same incident. Both survived.
According to the DA's office:
[Assistant District Attorney Catherine] Ham told the court that the victim and two friends had just left a building on Annunciation Road when shots rang out from behind them. King-Settles was hit and suffered a fatal injury; a second victim, age 19 at the time, was grazed by a bullet but not seriously injured.
Ham said footage from a surveillance camera inside the building shows Ortiz and another man enter the building, leave, and return a short time before the victims arrive. The footage shows the victims leave the building, followed by Ortiz and the second man a short time later.
Ham said the footage was of sufficient quality to identify Ortiz, and that cell tower data linked to his cell phone is consistent with his presence in the area of the shooting at the time it occurred.
The DA's office says police continue to search for the second man.

D'Andre King-Settles
The last time Diane Williams saw her neighbor, 17-year-old D’Andre King-Settles, he gave her a hug and a kiss, and asked the same question he always did: Was there anything she needed him to do for her? Anywhere she needed him to go? “He was the sweetest boy you want to know,” said Williams, 61, who had watched him grow up in their Mission Hill housing complex.
King-Settles loved making people laugh, and did goofy and spontaneous things like taking a bite out of a potted plant. “Stuff like that, just to make us laugh,” said the young man. Friends described King-Settles as a funny and smart young man who loved to ride his bicycle and play basketball.
He talked about going to Bunker Hill Community College and studying construction or electrical engineering after graduating high school, said his girlfriend, 16-year-old Tayla Fitzpatrick, who placed a candle at a growing memorial at the site where King-Settles was killed. “He was loved by many people,” Fitzpatrick said. “His heart was as big as the whole entire moon.”
King-Settles had also talked about joining the Army Reserves, said his best friend, 16-year-old Michael Diaz. The two spent much of their time cruising around on their bicycles, he said.

Excited and elated to see that someone is being held responsible for my step-son's murder. Justice has and will prevail, and the family as a whole will continue to pray for healing.... Rest In Peace Dre. We Love You!
