The WBUR article doesnt say where this is, other than the "Seaport". I also checked https://www.massfallenheroes.org and dont see an address there.

Time was, we'd erect a memorial to those we lost in battle when the war was finished.
After fifteen long years, the insanity of the Global War OF Terror continues apace... and so we erect the memorial with enough blank spaces for the names of those yet to die.
