It's solid glass.
The best thing to clean this with would be a fresh paint scraper razor blade with soapy water. In fact, doing the whole windshield will remove any built up crud.

Even if each individual car owner just has to pay a couple bucks to get some cleaning solvent, multiply that by the number of cars an ad campaign and those damages start to add up. Not to a huge catastrophe, but a non-trivial bit of property damage. Maybe the nice thing to do would be to inform the laundry directly that they're using inappropriate materials instead of going to 311, but it's not like anyone's gonna go to jail for this or anything.

Find the person who put it on the car, tackle them on the sidewalk, bang their heads to the sidewalk, call for them to be arrested. After all this is willful destruction of property since they attacked your parked car, cracked your windshield and didn't have the right of way to do this....

I actually had this exact same thing happen to me in Fenway 3-4 years ago with an ad for a different laundry company. I emailed them that their flyer decimated my windshield and to suggest using regular (not glossy) paper on their flyer so that it wouldn't stick. I obviously was not expecting anything back, but got an email saying they would send me $10 for a car wash. I emailed back my address (again expecting at most a turd on my doorstep), but a few days later I got a check in the mail. Victory!... or at least compensation for my 30 minutes of griping/windshield scraping.

The rain hits the flyer, and dissolves the stuff that is applied to the surface to make it glossy. The sun comes out, dries up all the rain, and the
eensy weency spiderdissolved gooey stuff hardens back into glue, firmly sticking the flyer to the window. Took me 15 minutes with goo-gone and a razor blade to get a (ironically) car wash flyer off my window.And just why do flyers that are left on windshields

This happens often when I am being lazy and leave recyclable paper on the counter near my sink.
Papers get wet when I wash the dishes, and stick when I don't remove them immediately.
All that is needed is more water - or windshield washer fluid.
