Same. Happened last winter on the B-line. Turned to get on train and went right down because of a hole on the platform. The driver (who had offered to call an ambulance) helped me hobble on and got me a seat where I sort of cried quietly and pathetically until I got to my stop and hopped home. First time I ever twisted my ankle! Thanks, City of Boston. To their credit, they filled it in.

Gunk on the bottoms of shoes are going to happen. There's no avoiding it, and that's why people wear shoes instead of walking around barefoot. If that's the basis of the complaint, then this guy needs to put on his big-boy panties and deal with it.
But what's jumping out at me are the two huge slices, one across each heel. Are those supposed to be there, or is that the damage that this guy is complaining about?
Nobody in my household wears men's dress shoes so I don't know if that's a design feature or something that happened when he walked hrough the construction. If those slices are damages from walking through/around the construction area, he does have a case, since re-heeling shoes isn't as easy or cheap as it used to be years ago, when you could find a cobbler on every block.
