Does anybody else find it ironic-slash-revealing that that an immobile trolley only creates "moderate" delays? What would create "severe" delays? Earthquake? Tornado? Biblical flood?

based on the severity of the reported problem and how quickly it is anticipated to be corrected.
In reality, it's clear that most delay rankings sound like the alert writer is throwing darts at a board.
Back before the T saw fit to spend money "improving" the alert system, severity of problems were expressed in terms of anticipated length of delay. IIRC, the terms the T used were "10 to 20 minutes", "20 to 40 minutes", and 40+ minutes."
IMO, that was a far better system than the current "minor", "moderate", "severe" system is.

They should switch to an even less useful color coded system. The system is "Orange" (Heightened Delays) right now.
