Bagels to roll into the Seaport

The Boston Licensing Board on Wednesday hears from Better Bagels, seeking a license to bring "New York style" bagels to 83 Seaport Blvd., across from District Hall.
The board's hearings start at 10 a.m. in Rm. 809 in City Hall.

And they've only had a sign
And they've only had a sign up at that location saying "Coming Soon!" for like a year now!

Why do you need a license to open a bagel shop?
To serve food
It's to cover the number of seats and the hours, basically (there are separate certificates you need from ISD and the Fire Department), although you also have to provide financial and criminal background info.
Unlike with liquor licenses, though, there's no state cap on the number, so pretty much everybody gets one, unless you lie on your application (there was a guy in Dorchester a few years back who was rejected because he said he had no convictions when, in fact, he'd been convicted of a gun offense).
