actually its a concrete mixer truck. cement is a totally different substance.
my conspiracy theory is that they purposely (pretending to be an accident) spilled their load while stuck in traffic. those trucks can only mix for about an hour before they start to harden and they are very expensive to buy a new one.
probably quicker/easier to pay a fine and clean up.

Seems unlikely to have much traffic on rt 1 north in Peabody at 2pm the day after new years.

If a cement truck driver actually wanted to do this, they would pull into a parking lot. Much less chance of causing a fatal accident.

Where I am, our REs check the slips and allow up to 90 min.
If they get turned away, they can go wash out the truck at an appropriate location, not across the road.
