Staying Warm in Hard Times
It was how you stayed warm in the height of the Depression, Winter time. You had to be reading some material in order to stay around and suck up the heat. Two men are hiding their faces from the camera. A lot are reading the papers, only way to keep up with the news not having the funds to buy them. My Old Man always used to say that the skid-row bums always preferred the Boston Globe during the Winter because the editorials had "more weight" than the Boston Traveler.
Another reason to read papers
That was how you found out about available jobs - want ads.
