Citizen complaint of the day: The Seaport's over-compensating Lamborghini driver

An annoyed citizen speedily files a 311 complaint about a guy who seems to have made it his mission in life to drive his expensive Italian car around the Seaport as loudly and as often as possible, almost like a ghost from that race the mayor once wanted to have there:
This guy rips around at high rates of speed. Every. Single. Night. Please add police to check for speeding around the seaport/ fan pier. Please put in a noise ordinance in the seaport and enforce it. This goes on every single night.
In August, somebody else complained about the car, or maybe its cousin:
Is there any way you could get the owner of a Lamborghini suv painted in white marble colors (ridiculous I know) to stop reving their engine around fan pier at night. Girls don't find that attractive. It's stupid it's dangerous and it scares people's dogs.

In the first place, thumbtacks are not long enough to penetrate tires that have a normal amount of tread.
Second, throwing a bunch of suitably-long nails or screws onto the street might cause the Lamborghini driver to have to spend some money patching tires. It would also cause some number of innocent motorists to do the same.

Reporting to BOS 311 will do very little for a situation on roads that are MassPort jurisdiction therefore State Police (or do the State Police just have the parking meters there and not moving violations?)

You'd report an issue to 311. After initial triage to make sure the issue was real, instead of pencil-whipping it "closed, not our jurisdiction," City Hall would embrace its role as representing the people of Boston, would recognize that City Hall has more clout in dealing with the State government than an individual citizen does, and would forward the issue to the State, and periodically follow it up to see if the State was dealing appropriately with issues reported by the people of Boston. And then, computers and databases and all that, City Hall would, over time, detect patterns and issues, for example, "not enough traffic enforcement on Atlantic Ave," or whatever, and would exercise its clout as representatives of the people of Boston, and bring these larger issues up with the State, and keep them on the table and in the spotlight.

More than enough people here can afford a Lambo or something in the same range if they wanted one. Doesn't mean they feel the need to announce their presence every chance they get. This one guys and/or his buddies are just being unnecessarily annoying.

Reporting from south FL tending to a family matter, where I've seen more Lambos/Ferraris/Bentleys/RRs and other exoticars than I've seen in my whole life. Srsly.

Seriously, if you're revving your engine that much, you're not just wasting gas, but you're wearing out the engine that much faster. And if it's a manual, putting a lot more wear on the clutch.
(Note that if you get a high end car, go all the way and get a manual transmission.)

Lamborghini doesn’t even offer a manual transmission anymore. Neither does Ferrari. They claim that all that fiddling around will just slow you down.

(It’s a pretty good security system too, as evidences by some idiots who tried to steal one in Boston a few years ago...)

Aren’t there federal and state vehicle standards for mufflers and noise? How is this street legal?
What about city noise ordinances? I know they don’t get enforced much for cars and motorcycles, but could the police do something about this if they wanted to?
Understand the Problem
In a nutshell, it's what Adam said, "Compensation."
Someone needs to explain to the poor fellow that it's a truth universally known, except by him, that driving that way (and owning certain types of cars) is the instinctive behavior of men (women never do this) who feel insecure in regard to a certain physical under-endowment. However, driving that way doesn't prove one's machismo; on the contrary, it is the equivalent of broadcasting the opposite situation. It essentially warns off potential partners and makes one a laughingstock.
Reassure him he's probably just fine, and that even in extreme cases, technique can make such a difference. That should quiet things down.

Community services officer at BPD
I'd try calling the Boston police department and complaining to the department's community services officer. It has worked well for loud house parties in Brighton over the years. The officer actually comes out to the house to have a chat with the offenders the next day or so. I realize they don't know where the driver lives but this could be the start of a solution.

They’ll send someone down there immediately!
They have been helpful with this issue in the past - specifically, a multitude of Lamborghini and other similar race cars that meet up, rev engines and cause noise pollution in residential neighborhoods.

I hate to be commenting so late
But last night, while scrolling on the facebook, I saw a photograph of a state police vehicle that had pulled over a green Lamborghini.
I guess one of the systems to gripe about this works.
