For several reasons. The first being that the Boston Common & Gardens are frequented by drunks and people who are mentally ill. Secondly, nothing is sacred anymore and everything is considered divisive.

People call things sacred that they think nobody has any right to change. Things like statues of Robert E. Lee, or the rules of baseball. Others want to change them, which is why the concept is divisive, as Refugee said. This is why we refer to such things, derisively, as sacred cows.
Of course, some cows are really sacred. All right-thinking people know that civilization began its descent into madness when the Designated Hitter Rule was adopted, and will only return to sanity when it is returned to the pit from whence it came.

shitheel, I and my fellow delinquents limited our vandalism to stringing construction sawhorses across our one-horse Masshole town's main drag and reveling in the tiny mayhem that caused. It was a more innocent time.

Mental illness
I don't think this was done out of disrespect, i hope so anyway. This is just another sign that mental illness has been stigmatized and overlooked! We as humans need to be more kind to others. Believe me nobody chose to be mentally ill , nobody chose to be an addict just as nobody chooses to have cancer. Hopefully this will help you understand. I'm in the Common at least once a day. The issues long predate the current city government.
