I don't know if it's still the case, but the Amtrak/commuter rail platform downstairs used to have some semi hidden nooks and crannies used for drug use, sex, and a place for homeless to sleep. I'm going to guess that is what this notice is about.

That this was over by tracks 7 and 9 (aka the Worcester Line tracks.)
I could be wrong, but the overall sketchiness of that platform makes me think it was there.

This was on Track 2, the one that is usually used for South Station bound Amtrak and MBTA trains, not far from the Columbus Ave exit staircase. Sometimes when I walk from the Back Bay to the South End I'll try to avoid being out on the street as much as possible (I went from the Bebop on Boylston and Hemenway streets to Trophy Room at Berkeley and Chandler streets). Yesterday I entered the Sheraton on Dalton St, cut through the Prudential Center and then Copley Place, entered Back Bay Station via the pedestrian subway under Dartmouth Street, then up and over onto Back Bay Station's Track 2 platform, and out the Columbus Ave exit. I used to make it all the way to Berkeley St, but the Berkeley Street exit stairways, which used to be open most of the time, are now emergency exits.
No Track 9

There is no Track 9 at Back Bay Station. The FRA tracks (ie commuter rail and Amtrak) are, in order from south to north: 2,1,3,5,7. I believe the Orange Line tracks might be 4 & 6, but they aren't really part of the true numbering sequence, which is connected to some rules about main lines, branch lines, the prevailing direction of trains using the track, and other things that most of us could never hope to understand.
