No, you can not swim in the pond, algae or not. Never has been used for swimming.
It's just for boating which are available to rent.
Personally, I'm going to avoid letting my dog go for a dip right now just to be safe. She'll fight me on that one tho. Lol...
Concerned for the wildlife and their habitat condition there. Is there anything we can do?

Need to go out and do some magnet fishing in Jamaica pond and see what comes up or just drain it, it's filthy and toxic anyways.

Where would you drain all the water to? It's just a tad deeper than the Public Garden lagoon.
