Their photos are nearly always within the city limits. My guess is Carson Beach or L/M Street Beach in South Boston.

Thanks for playing,folks! This is the newly built field house in the John H.L. Noyes Playground in East Boston. The photo was in the 1908 Parks Department report, so it was probably taken in 1907

Here's a screengrab from a 1914 Bromley atlas. Looks like Chelsea "River" and the harbor were connected at that point in time.
