Looks like a rose to me
Looks like a rose to me (check the leaves). Just has curlier petals than other varieties.

Some form of dahlia would be my wife's best guess!
One of the heirloom Tea roses...
from the photo, it's a double-bloom, narrow petal, apricot/orange.
Couldn't find it in a brief search, so almost certainly an heirloom variety.

The leaves definitely belong to a rose bush. The blooms look different because the petals have curled back. See this for reference.

Look at the leaves. No idea what variety or even how to describe that color but that's what it is. Dahlias have very different leaves, also mostly not out yet except for some of the smaller potted types.
