Build the gratuitous luxury condos, ground floor retail spaces and with no parking. Get it over with since this is the last large parcel of available land. Then give the BRA their pink slips.

Maybe there was no local catch to 'exchange', since our fisherman our subject to strict regs, unlike the crap that comes from Asia.
