Governor's councilor: How dare some flailing candidate for lieutenant governor insult John Adams

So Leland Cheung, running for lieutenant governor, wants to get rid of the governor's council? Governor's Councilor Robert Jubinville wishes to have a word with him:

The Governor's Council is not an "antiquated vestige" but rather a constitutional body created at the same time as the Senate, which he seems so fond of. Mr. Adams would be very upset by such remarks made by a candidate for lieutenant governor who is looking for attention to save a fledgling campaign.

The only constitutional duty of the office Mr. Cheung seeks is to be a member of the Governor's Council and chair it when the Governor is not available.

In case Mr. Cheung hasn't noticed, the citizens of the Commonwealth have not had a lieutenant governor in over a year and we have gotten along just fine, in my opinion. The Governor's Council has not had to put up with a rubber stamp lieutenant governor who can break a tie vote. We members of the Council have been working hard and establishing ourselves as an independent body, free from the political process Mr. Cheung seems to want to impose on judicial nominations.

"Doing away with a lieutenant governor's position makes more sense to me. I don't understand how Mr. Cheung could put forward such a proposal as he has not even attended one Council meeting.

Aside from being one giant ad hominem attack on the Lt. Governor candidate, does he actually defend the group and explain what service they provide which is so deeply useful and cannot be covered by the other three branches of our state government (executive, legislative, judicial)?

Mr. Cheung is a Cambridge City Councilor, where he has some influence, being the highest vote-getter in 2013. Aside from hiring the City Manager and approving curb cuts what is the need for a City Council in Cambridge? Does the paradox of G. K. Chesterton apply to these institutions? Chesterton’s 1929 book, The Thing, in the chapter entitled, “The Drift from Domesticity”:

In the matter of reforming things, as distinct from deforming them, there is one plain and simple principle; a principle which will probably be called a paradox. There exists in such a case a certain institution or law; let us say, for the sake of simplicity, a fence or gate erected across a road. The more modern type of reformer goes gaily up to it and says, “I don’t see the use of this; let us clear it away.” To which the more intelligent type of reformer will do well to answer: “If you don’t see the use of it, I certainly won’t let you clear it away. Go away and think. Then, when you can come back and tell me that you do see the use of it, I may allow you to destroy it.
