UPDATE, 7 p.m. A thermal scanner mounted on a State Police helicopter found no evidence of a body; firefighters began packing up to leave.
Around 6:15 p.m., based on a phone call. Police and firefighters from both Boston and Cambridge are on scene and searching the Charles River.

Do those things really work when the subject is underwater? I would think the thermal radiation would be attenuated by the water.

Not if they're underwater. They detect heat radiating off whatever they're pointed at. If the person is at the surface, you'd spot them; if they're below the surface but close to it, you might get an image from the water that's heated by their body.
Thermal imaging devices are really helpful for rescue in wooded areas, especially in winter and especially at night.
