I think I've seen something not completely dis-similar which was designed to go over a radiator, to keep people of accidentally touching the hot metal...
The tines are at various angles, and look like they were set up that way. That's part of what's so perplexing. Dimensions are about 36" x 14. A few more photos are posted on the BBR Facebook page.
