but i associate the sign with the city and it reminds me of home, which is the largely the reason why anybody here has any emotional reaction when looking at that picture to begin with i assume

This is what it always looks like it just rained in night scenes in movies (even in dry climates). They'll actually spray the streets with water to get the effect.
