The Boston Fire Department reports Boston Fire and Police hazmat and special-operations units responded to 96 Radcliffe Rd. around 1:30 p.m. after the discovery of a mysterious red powder in the basement there. I think it was........

What sort of test would determine that?
Call me “lacking in imagination,” but I can’t conceive of a test that could conclusively determine that a substance was not hazardous without determining what it is.
Best I can imagine Is a test saying “it isn’t any of the hazards for which we test.”
