Yeah, right: Owner of long-vacant Hyde Park restaurant vows this time he's really opening

The Bulletin reports, for roughly the 67 gazillionth time, that the owner of C.F. Donovan's on Hyde Park Avenue says this time, no, really, he plans to open up, possibly as early as this week - but only for catering.
He didn't say when he would actually open the place up for the retail trade. Meanwhile, Donovan's is sitting on a liquor license while other restaurants in the area that are actually open - notably the Upper Crust and Cristelle's in West Roxbury - can't get a liquor license because the city is plum out of them.

Sure they are. They've been opening since before I moved to Hyde Park in 2006.
Though I can't say I blame them for sitting on their licence. It's so hard to get into the cartel that the licence is worth a substantial fraction of the business. This article claims a value of about $200,000.
Use it or lose it?
Isn't there a city or state law that requires you to use a liquor license within a certain amount of time after obtaining it, or lose it?
