L Street is an emergency artery, meaning it gets plowed, therefore you can't save a spot on it.

Look, I'm not from Southie, but I can tell you this, emergency arteries probably are in worse shape than non-emergency arteries now. Why? Because the plows have probably left at least 18 inches of snow on each side of the road, while on my street there are cars parked at the curb. Therefore, the cars parked are probably at least 30 inches into the roads.
If the non-ironer cleared the snow to the sidewalk, give 'em the spot for 48 hours.

I shoveled the sidewalk in front of my house. According to awful Southie logic I now can put some crap there and no one is allowed to use the sidewalk for several days.

Actually as a kid in Southie we did claim sidewalks with lounge chairs and swimming pools. It was awesome!
